Salishan HOPE VI Case Study

Development Goal

To revitalize the Salishan community in Tacoma, transforming a neighborhood of obsolete public housing into a vibrant, diverse, and ecologically sustainable community that introduces new housing types including home ownership and market rate rentals to the area.

Project

Project Management of a multi-phase, 188-acre revitalization project, including:

  • Construction of approximately 970 new units of rental housing for families at various income levels
  • Construction of approximately 300 new units of for sale housing for families at various income levels
  • 600 units of the new housing will be affordable to households at the lowest income levels
  • Development of a new mixed-use Neighborhood Center, including:
    • Multi-family buildings with rental units for seniors and small households
    • New Education Technology Center
    • Expansion of the Family Investment Center
    • New property management and maintenance facilities
    • New outdoor civic space
    • Potential development of new community-oriented commercial space
  • Creation of new parks and open space and enhanced connections to 150 acres of undeveloped parkland adjacent to the site
  • Incorporation of low-impact development techniques, including bio-infiltration swales for sustainable stormwater management
  • Site work to began in Summer 2004
  • First phase "Area One" of new housing units available for lease in 2005, with later phases under construction through 2010
  • Area One:
    • 40 acres
    • 270 rental units
    • 120 homes for sale

    Lorig Involvement

    • As Master Developer, Lorig Associates is managing the design, planning, permitting, and construction process for the Tacoma Housing Authority
    • Lorig is assisting the Tacoma Housing Authority with project financing strategies, in partnership with Abt Associates (providing technical assistance on HOPE VI implementation strategies) and the Enterprise Foundation providing assistance on financial analysis and mixed-finance strategies)
