Development Goal
To create a center for families in need of housing related social services, on a site leased from the City of Redmond, WA. The project includes transitional housing, an emergency shelter, supportive services and childcare. The improvements to the 4 acre site are part of a coordinated master plan by the City of Redmond for redevelopment of a 10 acre parcel of surplus military housing.
Project
The development of 53 units of multifamily housing with related site infrastructure, a facility providing emergency housing, community facilities and offices for social service case management and a childcare facility.
- Led by the Eastside Housing Association, a not-for-profit formed to build and manage transitional housing and to provide supportive services to eastside families
- The Eastside Housing Association was formed by established service providers in the Redmond community (Hopelink, Friends of Youth and Catholic Community Services)
- Programming provides for transitional homes for 50 families with units ranging from one to four bedrooms. Transitional housing presumes that with assistance, families will become stable in 2 years and will be able to relocate
- Ongoing operations and 24 hour supervision will be provided by 3 resident management staff
- Development was challenged by complicated and phased financing, strict city requirements for permitting, site infrastructure and high community design standards and the need to provide sturdy improvements that will not require extensive ongoing maintenance
- Development funds include public grants and loans from local communities including the City of Redmond, City of Bellevue and ARCH ( A Regional Coalition for Housing). Other public funding has been secured from King County Housing and Community Development and the Washington State Housing Trust Fund. Other project equity came from 9% Low Income Housing Tax Credits through the Enterprise Social Investment Corporation, The Gates Foundation Sound Families Initiative and numerous other private grant sources
- Operating revenues will be supplemented by Section 8 project-based vouchers administered by the King County Housing Authority
- Related improvements being completed by the City of Redmond include 100 units of market rate townhouses, 24 units being built by Habitat for Humanity and a public park.
Lorig involvement
- Management of pre-development financing, design, permitting, as well as the sourcing of major development grants and loan financing, bidding and construction oversight
